Davis,
On behalf of
the 440 public agency members of the Association of California Water
Agencies (ACWA) and the millions of Californians our agencies collectively
serve, I would like to thank you for your successful effort this
month to move a $1.97 billion water bond through the legislature
to place before the voters in March 2000.
Throughout this
legislative session, up through the late night hours of its conclusion,
you devoted yourself to crafting this historic investment in our
state's infrastructure. If adopted by the voters, this bond will
propel California forward, and prepare our state for the growth
and challenges of the 21st century.
Without your
direct assistance in crafting the language of AB 1584, the coalition
that supported it and the momentum it rode upon could very well
have collapsed.
Thank you again
for your consistent stewardship of California's water supply, and
for your willingness to make the decisions which will secure the
water future of our vital and growing state.
