should vote
'YES' ON PROP. 13
For Safe, Clean and Reliable Water
State water
experts expect California will fall millions of acre-feet short
of its water needs in the next twenty years dramatically affecting
California's families, businesses, agriculture and environment.
Proposition 13 on the March 7th ballot will allow Californians to
provide much-needed resources for safer, cleaner and more reliable
water supplies. The $1.9 billion bond measure will benefit virtually
every Californian and is supported by business, labor, local government,
environmental, agriculture and good-government groups.
Proposition
13 would ensure:
Safe, Clean
Drinking Water:
Proposition
13 will make our drinking water safer. It will fight groundwater
contamination; repair corroded water pipes and sewer systems; eliminate
pollution sources and protect storage and distribution systems that
provide our drinking water.
Improved Pollution
Controls:
Proposition
13 will tighten water pollution controls. Resources will be allocated
to combat pollution in lakes, rivers and along our coast; protect
water quality from pesticides and agricultural drainage; improve
water treatment plants; clean up urban streams; and prevent seawater
intrusion into clean water supplies.
More Water to
Meet Growing Needs:
Proposition
13 will result in nearly 1 million acre feet annually of new, clean
water through conservation, recycling, underground storage and more
efficient use of reservoirs. It's enough new water to serve 8 million
Californians per year. These efforts will also help protect Californians
from severe water disruptions in drought years.
Enhanced Flood
Protection:
Proposition
13 will help protect lives, avert billions of dollars in property
damage and prevent massive disruption in clean water supplies for
families and businesses throughout California by ensuring the completion
of critically needed flood control projects.
Strict Accountability
and Better Use of Public Dollars:
Proposition
13 requires strict accountability to ensure all dollars are spent
on projects that will provide cleaner water and better water supply
for the benefit of our environment and our families. No more than
5% of all dollars can be spent for administrative purposes. In addition,
if voters approve Prop. 13, California will be eligible for more
than $600 million additional Federal dollars to fund even more clean
water programs.
