Proposition 13
The Safe Drinking Water, Clean Water, Watershed Protection and Flood Protection Act

Water Bond Update #00-04
February 7, 2000

New Summary Available on the Water Bond

A new summary on Proposition 13 has been prepared by ACWA and is attached here. The piece is available in .pdf format on ACWA's web site.

The one page piece has been reviewed by legal counsel and ACWA recommends members send it out to customers to encourage support for the water bond.

Major Newspapers Picking Sides

Major California newspapers are taking sides on Prop. 13. In recent weeks, the San Jose Mercury News, Manteca Bulletin, Santa Barbara Independent, Sacramento Bee and San Francisco Chronicle have run editorials in support of Proposition 13. The Sacramento Bee's editorial said Prop. 13 "is packed with meaningful improvements to the water system and environment throughout California."

Combined Effort on Bond Advertisements

After researching options for the most effective way to get out the Prop. 13 message, the 'Californians for Safe, Clean, Reliable Water - Yes on Prop. 13' campaign has decided to undertake joint television advertisements in support of both Propositions 12 and 13. ACWA's board of directors adopted a resolution in support of Prop. 12 on January 28, and members will notice the ads in the coming days.

Prop. 12, the "Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000," would provide $2.1 billion for state and local park projects. Prop. 12 also funds river and stream cleaning and restoration projects, and projects for watershed lands intended to benefit water quality.
