Streambed Alteration Agreements

Cal Fish and Game Procedures

The California Department of Fish and Game (DFG) has implemented new procedures (effective May 1, 1999) to respond to a court order to ensure that each Streambed Alteration Agreement (Fish and Game Code 1600 et. sec.) is in compliance with the California Environmental Quality Act (CEQA).

ACWA public agency members currently obtain "1601 Agreements" to perform routine operations and maintenance activities or new construction within the annual high-water mark (bed and bank) of rivers, streams or lakes. In the past, Streambed Alteration Agreements have been issued (with conditions) after consultation with local DFG wardens within 30-days of application.

Information about the procedures and application forms can be found at the California Department of Fish and Game's Web site at www.dfg.ca.gov/wahcb/1600.html.

Questions and comments should be directed to:

  • Jim Steele, Chief, Water and Aquatic Habitat Conservation Branch,
  • California Department of Fish and Game 916.653.2459.
ACWA will continue to monitor DFG's implementation of these new procedures. If you have problems obtaining a 1601/1603 agreement, please contact David Bolland, ACWA Regulatory Affairs Specialist at 916.441.4545, or by e-mail at daveb@acwa.com.
