Recommendations for Achieving Groundwater Sustainability

In April 2014, ACWA released its “Recommendations for Achieving Groundwater Sustainability,” outlining objectives that must be advanced simultaneously to ensure groundwater sustainability
in California.

Developed by a statewide ACWA task force, the recommendations outline legislative and administrative changes that would strengthen groundwater management and accountability where it is deficient, provide new tools and authorities to restrict pumping or take other measures where appropriate, and define a “backstop” role for the state in cases where a local agency is unable to manage a basin.

These recommendations, together with recommendations from the California Water Foundation and input from other stakeholders, helped shape the Sustainable Groundwater Management Act of 2014, including provisions to protect local control and empower local agencies to achieve the sustainability goal.
