JOB SUMMARY:

Under the direction of the Principal Engineer, develops, implements, coordinates, and maintains spatial data and a District-wide ESRI-based enterprise Geographic Information System (GIS). Manages GIS data, integrations, projects, applications, and system infrastructure. Supports all District departments via the provision of geospatial data & analysis, development of web maps & field applications, coordination with contractors, management of special projects and regular training of District staff. Works closely with the Asset Management Analyst, Information Technology (IT) staff and field crews to develop and refine data collection programs, workflows, reporting and analysis of water distribution and wastewater collection systems.

ESSENTIAL FUNCTIONS:

1. Develops and maintains a comprehensive enterprise geographic information system. Collects, reviews, prepares, and enters spatial data into geodatabases for the ongoing development of the GIS. Maintenance of accurate water and sewer asset information using ESRI software, in addition to other software providers. Continuously updates asset information in GIS received from staff. Maintains the integrity of the Geometric Network and/or Utility Network.

2. Creates and maintains District map products, standards, and mapping protocols. Supports District staff using GIS products to administer their own maps and data.

3. Sends and receives GIS data to and from other software platforms including but not limited to a computerized maintenance management system (CMMS), modeling software, drafting software, artificial intelligence software, and financial/customer service software.

4. Utilizes GIS to collaborate with staff for planning, design, project identification and development, asset management, and other functions. Prepares maps, plans, details, charts, diagrams, and other products using GIS.

5. Ability to support a SQL database environment including reading/writing basic SQL statements and working with SQL views for the conveyance of geographic information.

6. Trains and supports staff on the use and capabilities of the GIS systems and the global positioning system (GPS) units. Meets regularly with all departments to keep an open line of communication concerning GIS functionality, new projects and to address any concerns regarding GIS.

7. Responsible for the maintenance and implementation of all GIS enterprise licensing and software updates. Works with IT staff to maintain all GIS related infrastructure including servers, tablets, and integrated tools/software.

8. Supports Quality Assurance/Quality Control (QA/QC) initiatives by implementing principles into daily work practices.

9. Reading and interpreting utility asbuilts for use in digitizing assets in GIS.

10. Monitors changes in GIS technology and applications, recommends improvements and upgrades, and implements changes after approval; learns new systems and programs as dictated by future technological advancements of District’s needs.

11. Adheres to and enforces stated safety policies and procedures.

GIS Analyst II:
In addition to the above duties, the GIS Analyst II performs the following:

12. Creates and administers all web maps, dashboards, and field mapping applications.

13. Oversight of annual GIS consultant contract, budget, and task list. Defines system needs and the scope for future integrations, tools, and systems development. Responsible for reviewing and approving all invoices related to GIS consultants.

14. Builds basic queries using SQL. Writes basic scripts and/or models. Develops, tests, and maintains applications for the more routine automated tools.

OTHER FUNCTIONS:

1. Develops or assists in the development of spreadsheets, graphs, maps, schedules, documents, drawings, presentations, and other products.

2. Attends meetings, conferences, workshops and training sessions and reviews publications, to become and remain current on principles, practices, and new developments pertinent to GIS and the District. Participates in District committees as assigned.

3. Performs role of mapping lead for all emergencies occurring in and around the District.

4. Serves as GIS liaison for District and represents the District in inter-agency coordination activities related to GIS and data sharing.

5. Performs or assists with field surveys utilizing GPS and assists engineers and inspectors on other surveys.

6. Provides back-up for the Asset Management Analyst, as needed.

7. Performs various other related duties as assigned by supervisor.

JOB SPECIFICATIONS:

EDUCATION

1. Requires a Bachelor’s Degree in GIS, geography, computer science, planning, mapping, surveying, or related field.

2. Any combination of education, training and experience that would provide the required knowledge, skills, and abilities to perform is qualifying.

EXPERIENCE

1. Requires a minimum of four (4) years’ experience for GIS Analyst I in GIS related work utilizing ESRI products. GIS Analyst II requires six (6) years of experience in the above.

2. Requires a minimum of two (2) years’ experience in the water/wastewater utility industry.

3. Experience administering ESRI based enterprise software and products including ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, Portal for ArcGIS, ArcGIS Online, Model Builder ArcGIS Network Analyst and ArcGIS Spatial Analyst.

4. Experience building and deploying ESRI-based field applications (Field Maps, Collector)

5. Experience using and administering GPS units as well as supporting software and applications.

RESPONSIBILITY

Requires a very responsible individual who possesses a high degree of self-motivation, and who will independently execute the required tasks with minimal supervision. Must be comfortable working with field crews both in the office and in the field including active construction sites.

PHYSICAL REQUIREMENTS

1. Requires sufficient strength to lift engineering plans weighing up to 20 pounds from ground level to a height of five feet (5’).

2. Requires the ability to operate computer keyboard, calculator, and other miscellaneous electric and electronic office equipment.

3. Requires the ability to drive a motor vehicle.

4. Requires the ability to respond to questions in person or via the telephone.

PROFICIENCY REQUIREMENTS:

1. GIS Analyst I requires GISP certification from the GIS Certification Institute or an ArcGIS Desktop, ArcGIS Pro and/or Enterprise Administration Professional Certification from ESRI within twenty-four (24) months of hire date. GIS Analyst II requires this certification.

2. Requires a general understanding of the programming languages used in the development of an ESRI-based GIS, including but not limited to SQL, Python and ModelBuilder.

3. Requires the ability to operate a computer, handheld GPS unit, and other technologies using an array of drafting, mapping, spreadsheet, database, word processing and other software programs.

4. Requires the ability to read and interpret engineering plans and specifications.

5. Requires the ability to work independently, taking initiative in line with department/District policies. Requires a high degree of self-motivation and well-developed organizational ability.

6. Requires the ability to prepare complex written reports.

7. Proficient in the use of the District’s large format plotter and document scanner

8. Possession of a valid driver’s license acceptable by the State of California, with a driving record which enables insurability is required.

9. Requires the ability to maintain cooperative relationships with co-workers and supervisors.

10. Must have current, valid CPR and First Aid certificates, or ability to obtain within two (2) years of hire date.
