DSRSD General Manager Set to Retire; New General Manager Appointed by Dublin San Ramon Services District Nov 13, 2023 Member Submitted News DUBLIN – At the November 7 Board meeting, the Dublin San Ramon Services District (DSRSD) Board of Directors unanimously selected Jan Lee to serve as the District’s next general manager, effective December 23. Lee will succeed Dan McIntyre, who is retiring after a 34-year career in the water and wastewater industry, including seven years as DSRSD general manager. Lee will be the first woman to serve as general manager in DSRSD’s 70-year history. “On behalf of the Board of Directors, I want to thank Dan for his many years of dedicated service to the DSRSD organization and the community it serves,” said DSRSD Board President Georgean Vonheeder-Leopold. “He will be missed.” During his tenure as general manager, McIntyre was a leading voice in Tri-Valley efforts to diversify and improve water supply reliability. His legacy includes strengthening DSRSD’s business practices and implementing a comprehensive program that plans for aging infrastructure needs, which are necessary to ensure long-term financial sustainability. “With the retirement of an excellent leader like Dan, we could not have picked a more suitable candidate for this position,” said Board Director Dinesh Govindarao. “I am impressed by Jan’s technical expertise and the strong relationships she has built with our regional partners.” “Lee was hands-down the best candidate given her diverse professional experience and understanding of DSRSD’s current and future needs,” said Board Vice President Ann Marie Johnson. Lee, who has served the last three and one-half years as DSRSD’s assistant general manager, expressed excitement at the opportunity to lead the agency. “It has been my great pleasure to work with Dan McIntyre over the last several years as he has navigated the agency through several challenges, including the District Office flood, droughts and a pandemic,” said Lee. “As I step into the role of General Manager, I look forward to working closely with the Board to serve our community and protect the environment.” “Jan has a clear vision for the District,” said Vonheeder-Leopold. “She knows how to collaborate effectively with neighboring and regional agencies on efforts that support the District.” Lee’s 27-year professional career includes seven years in the private sector, 13 years with East Bay Municipal Utility District, and four years with the City of Hayward. In 2020, Lee joined DSRSD as assistant general manager. In addition to her professional experience, Lee holds a Bachelor of Science degree in Civil Engineering from UC Davis and is a registered Professional Engineer in California. “Jan is well-positioned to help DSRSD lean into its partnerships and stretch our combined resources to meet the challenges of the future,” said Board Director Rich Halket. In her current role, Lee has managed several major District programs, including an Alternative Water Supply Study and an update of the Water Resiliency Policy, highlighting the need for interagency partnerships. Since 2022 she has held the position of Authority Manager for the DSRSD-EBMUD Regional Water Authority (DERWA). Lee also led the update of the District’s Emergency Response Plan and managed DSRSD’s COVID response. “Jan’s years of experience in the industry will help facilitate DSRSD’s leadership in the region,” said Board Director Arun Goel. “I look forward to working with her in her new role as general manager.” A Tri-Valley resident for 25 years, Lee lives in Pleasanton with her husband and two daughters.
