In July 2009, ACWA released its “Policy Principles on Delta Governance,” to guide the association’s advocacy on related issues.

The 14 policy principles address the establishment and responsibilities of an umbrella planning entity or Delta Council, the need for comprehensive solutions that are consistent with ACWA’s other statewide policies, the importance of federal and state coordination and consideration of water rights, among other issues.
